Rifle scopes are listed on the Commerce Control List of the Export
Administration Regulations (EAR) under Export Control Classification
Number (ECCN) 0A987, which require an export license to Iraq, N. Korea,
Rwanda, and all countries listed in FC Column 1 and CC Column 1 of the
Commerce Country Chart in Supplement No. 1 of Part 740 of the EAR

You're in luck. Slovenia is not listed under FC:1 or CC:1. Therefore,
there is no license required to send the rifle scope to Slovenia. The
only other reasons that the rifle scope could require a license is if
you are listed on a restricted list or are using the rifle scope for a
restricted end-use (most are related to weapons of mass destruction -
nuclear, chemical or biological, or missiles). The restricted lists are
on the BIS website at
www.bis.doc.gov. If there are no end-user/use
restrictions then No License is Required.
If any documentation asks for the license # or authorization, she would
input "NLR," which designates No License Required.
